                |   Two regencies receive coastal 
                    areas’ empowerment funds

                    Bali’s regencies, Klungkung and Buleleng get allocation 
                    funds from the central government to empower peoples at coastal 
                    areas. “The two regencies receive the funds for this 
                    year’s budget,” said the head of Bali’s 
                    Fishery and Marine Authority, Ida Bagus Wisnawa Manuaba, recently 
                    here. He said that the funds could be used as capitals for 
                    joint businesses in upping the welfares of peoples at coastal 
                    areas, who generally depend on fishing for their lives (as 
                    fishermen). 
                     
                    The funds, which are managed by fishermen groups in forms 
                    of cooperatives’ managements, will be directed to establish 
                    the facilities needed by the coastal areas’ peoples 
                    in improving their lives’ standard.  
                    Accompanied by his staff, the subhead of resources Saleh Purwanto, 
                    Wisnawa, added that all the funds had been realized and were 
                    well used, with monitoring conducted by the regency and province. 
                     
                    The issuance of funds a year earlier reached out four regencies 
                    from the proposed six. A regency got as much as Rp 750 million. 
                    “The empowerment’s fund for regency now is Rp 
                    900 million or added by Rp 150 million, but the number of 
                    regencies receiving the funds is lessening,” said Wisnawa. 
                    He expected the funds to be able giving a positive contribution 
                    to fishermen who all this time were living hurting lives. 
                     
                    A group of fishermen has members some 20 to 100 people. To 
                    develop business the group then is forming LEPPM3 (an institution 
                    for economic empowerment).  
                    The institution mentors all activities of the members beginning 
                    from fishing to joint marketing. Before receiving financial 
                    assistances the earnings of a fisherman a month was Rp 420,000, 
                    then is increasing to Rp 1 million per person a month. 
                    Fishermen’s incomes, ahead, were expected to keep on
